Plot summary
Jack Hammond, 28, receives a 25-year sentence for a holdup he did not carry out; the robber wore a clown costume, and a blood sample handled improperly at one crime scene was kept out of court. Jack breaks away from the guards transporting him and steals a car. At a gas station in Newport Beach, two officers learn over the radio that the car is stolen, and Jack panics. He seizes Natalie Voss, pointing a Butterfinger candy bar as if it were a gun, and leaves in her car. Natalie is the daughter of Dalton Voss, a billionaire industrialist. Jack chooses Mexico as his destination, and the pursuit continues onto southbound Interstate 5, with police cars and a reality show's camera crew trailing.

- To reduce costs, part of the car chase was filmed in the middle of a traffic stream during an actual Houston rush hour, without clearance and with no stunt drivers filling in for actors Charlie Sheen and Henry Rollins.
- The Chase was retrospectively considered ahead of its time, because it was released before O. J. Simpson's infamous White Bronco chase in June 1994.
- Rifkin explained his thinking: "I needed to make something that studio executives could watch and see money-making potential from. So, I wrote and directed, purposely, a really brightly lit, simplistic car crash movie that I wanted to be the polar opposite of The Dark Backward."
- The Chase was conceived as a direct response to Rifkin's 1991 comedy The Dark Backward, which had performed extremely poorly at the box office.
