Plot summary
Wilby Daniels practices law in Medfield and has a wife, Betty, and a son, Brian. The family returns from a vacation to find their home burgled, and Wilby holds District Attorney John Slade responsible, believing Slade has ties to organized crime, including warehouse owner Edward Roshak. That night the house is robbed again, and Wilby declares he will campaign for the district attorney's post to make the town safe. Two thieves, Freddie and Dip, take an old ring from a museum. It reaches Tim, an ice cream salesman who owns Elwood, an Old English Sheepdog, and he means to give it to Katrinka Muggelberg. When the words inscribed inside the ring are spoken aloud, Wilby changes into a shaggy dog, and he must hide it.

- The Shaggy D.A. was the last of 19 films Robert Stevenson directed at Disney over nearly 20 years, and it was also his final film; his first at the studio was Johnny Tremain in 1957.
- Disney made gimmick comedies like The Shaggy D.A. cheaply by casting television actors during their summer hiatus, familiar faces with too little clout to demand over-the-title billing or a big fee, and reusing sets from the Disney backlot.
