Alonzo Hawk, a property developer, has bought several blocks of downtown San Francisco to build a 130-story tower. The one holdout is Mrs. Steinmetz, an elderly widow who lives in an 1892 firehouse that her husband once owned. Hawk's efforts to evict her have all failed. He sends his nephew, the lawyer Willoughby Whitfield, to her address. Mrs. Steinmetz's household also includes Herbie, a Volkswagen Beetle with a will of its own, and Old No. 22, a retired cable car.

Did you know?!Facts and trivia about Herbie Rides Again (1974)
Can contain spoilers, watch the movie first.
- This is the first Herbie film in which Herbie is actually described as a Volkswagen: on The Love Bug the producers were explicitly forbidden from mentioning the Volkswagen name, and only after that film appeared to help Beetle sales did the automaker lift many restrictions on Walt Disney.
- A deleted nightmare sequence, known from the GAF View-Master reel set, had the villain Hawk about to be treated by a pair of white VW Beetle doctors who decide to take his carburetor out and have a look at it.
