Plot summary
Tom Hardy comes from a family of Pittsburgh police officers, and most of his fellow officers stop speaking to him after he reports his partner and cousin, Jimmy Detillo, for excessive force. His father, Vince, dies when the two answer a call about the Polish Hill Strangler, a serial killer Tom has long believed to be a police officer. A career criminal is charged with the killings. Tom tells a reporter the real Strangler wears a badge, and the force demotes him to the River Rescue Squad, where he spends two years on river patrol. A woman he used to date is one of the dead, and the district attorney now says the convicted man was set up.

- One veteran of the crew said Bruce Willis ran the shoot the way he had run Hudson Hawk and Moonlighting, having scenes rewritten at will, and nicknamed him "Orson Willis". Another source compared the original cut to "Hudson Hawk without the laughs".
- The reshoots made the love scenes between Bruce Willis and Sarah Jessica Parker sexier and cut dialogue such as a bar scene with Tom Sizemore. The new tone pushed Columbia to rename the picture from Three Rivers to Striking Distance.
- Bruce Willis was furious at having to come back for the reshoots and blamed director Rowdy Herrington, even though Herrington had publicly defended him. Cast and crew said Willis treated the director very poorly during both the original shoot and the reshoots.
