Plot summary

On New Year's Eve, Alison Hawkins is strangled with a blue ribbon in her Manhattan apartment, the latest victim of a killer who has stalked the city for eleven months. The mayor, Eamon Flynn, unhappy with the stalled investigation, orders police commissioner Frank Starkey to bring his brother Nick back. Nick is a former detective who left the department two years earlier in a scandal. He agrees to return and asks to make dinner the following evening for Christine, Frank's wife and his own former girlfriend. He takes an office that suits his friend Ed, a painter, and gets Captain Vincent Alcoa to hire Ed as his assistant. His first lead is Bernadette, the mayor's daughter and a friend of Alison, who is too frightened to go home, so Nick lets her stay at his apartment.
