Plot summary
In Bulwark, Henry Johns, on parole, scolds his mother for going back to prostitution and drugs, and reunites with his younger brother Ethan, who has a disability. Three weeks later, a video of two detectives, Brett Ridgeman and Anthony Lurasetti, using force on a drug dealer leaves them suspended without pay. Ridgeman wants to move his family to a safer neighborhood, and Lurasetti keeps delaying a proposal to his girlfriend Denise; both are short of money. Friedrich, a rich businessman with criminal ties, points Ridgeman toward Lorentz Vogelmann, a heroin distributor, and the two detectives plan to watch and rob him. Vogelmann has been committing violent robberies to fund a custom armored van, and he takes on Henry and his old friend Biscuit as drivers.

- Vince Vaughn gave the script of Dragged Across Concrete to Mel Gibson, who had directed him in Hacksaw Ridge, asking him to star, and recommended he watch Brawl in Cell Block 99; Zahler reached Gibson through Vaughn.
- Zahler filmed an actual car collision on set rather than adding it in the editing room, wanting the film to look realistic, and the shoot was difficult because of dangerous stunts including a broken window, a car crash and someone being shot.
- Zahler and his friend Jeff Herriott, who had also worked with him on Bone Tomahawk and Brawl in Cell Block 99, wrote several soul pieces for the soundtrack and recruited the rhythm and blues group The O'Jays to sing them.
