Plot summary
In 1947 England, Dr. Rossiter, a plastic surgeon, botches an operation on the socialite Evelyn Morley and the police want him. He takes the name Dr. Schüler and crosses to France with his assistants Martin and Angela. There he operates on Nicole, a girl scarred in the war, and befriends her father Vanet, who owns a circus. Vanet hands the circus over to the surgeon, who pays its bills, and keeps a private document recording that it is still his. Schüler looks for criminals and outcasts, offering them surgery and a place in the show. In Paris he meets Elissa Caro, a prostitute with a scarred face, and offers her a new face and a new identity as one of his performers.

- The song "Look for a Star" came out of Circus of Horrors, written by Tony Hatch under the pen name "Mark Anthony". It proved popular enough that four separate versions were released in the United States at the same time and all charted.
- Writer George Baxt came up with the idea of a circus run by a plastic surgeon who turns criminals into beautiful people, and had to write several drafts of the script before AIP were satisfied.
