Plot summary
In 1776 a sailor was marooned on an island for assaulting the wife of the pirate captain Nathaniel Clegg. Word later holds that the Royal Navy caught Clegg and hanged him, and that his grave lies in Dymchurch, a village on the Romney Marsh where riders on horseback known as the Marsh Phantoms bring terror by night. Captain Collier and his sailors reach Dymchurch to look into reports that the villagers smuggle alcohol from France. The mulatto, mute since his tongue was cut out sixteen years before, travels with them, kept as a slave by Collier.
