Plot summary
In Heaven, Charlie B. Barkin tells his friend Itchy that he is unhappy with the afterlife. Their old enemy Carface Caruthers steals Gabriel's Horn and drops it over San Francisco while escaping. Annabelle, the head angel, announces the theft. Charlie asks for the task, and she sends him and Itchy to Earth with one miracle. They find that they are spirits and cannot touch the things around them. At a tavern Charlie meets Sasha La Fleur, an Irish Setter and lounge singer. Red, an elderly fortune-telling dog, gives them collars that keep them solid for a day.

- Anne-Marie, a character from the first film, was written out of the sequel out of respect for her voice actress, Judith Barsi, who was murdered on July 25, 1988; the character Flo was also left out of the story.
- Its opening weekend take of $2,256,118 was the worst for an animated film playing in over 2,000 theaters until Delgo in 2008, and the film grossed $8,620,678 in total.
- All Dogs Go to Heaven 2, the sequel to the 1989 film, was MGM's last theatrically released animated film until Igor in 2008.
- Don Bluth, who directed the first film, had no involvement in this sequel. It was the second of only two theatrical sequels to a Bluth film that did not involve him, the first being An American Tail: Fievel Goes West, while 13 Land Before Time sequels went direct-to-video.
