Plot summary
In early twentieth-century Seville, Antonio Galvan returns from Paris, where he has been living in exile, to visit his parents while dodging the authorities. At Carnival he catches the eye of Concha Perez, who rides a float in the parade and sends him a note inviting him to meet her that evening. He then runs into Don Pasqual, an older aristocrat who once served as a Captain in the Civil Guard, who describes how Concha ruined his life: he helped her leave her job at a cigarette factory and proposed, she disappeared, leaving a letter that said she wanted nothing more to do with him, and came back only to ask for money, then went off with a young bullfighter, costing him his reputation and his commission. Pasqual asks Antonio to promise he will stay away from her.

- Spain's embassy protested to the US government, and Paramount withdrew The Devil Is a Woman and destroyed available prints; the State Department then pressured the studio to stage a private burning of a master print for the Spanish Ambassador in Washington, D.C.
- About 17 minutes of footage was cut from The Devil Is a Woman, including a musical number in which Marlene Dietrich sang "If It Isn't Pain (It Isn't Love)", reducing the running time to 79 minutes.
- In October 1935 Spain formally asked Paramount to stop circulating the film, part of the complaint citing a scene of a Civil Guard drinking in a public cafe and police shown as buffoons; studio head Adolph Zukor agreed to suppress it and prints were recalled that November.
- With Paramount's profits falling and director Josef von Sternberg's previous film The Scarlet Empress unpopular, incoming production manager Ernst Lubitsch announced that Sternberg's contract with Paramount would not be renewed.
