Plot summary
At eighteen, Marnie Piper accepts a full scholarship to Witch University in Halloweentown instead of the mortal college she had planned on, and her mother Gwen, unhappy about it, makes her brother Dylan come along. On campus, witches and warlocks are barred from using magic, and the classes are ordinary ones, so Marnie's hopes of studying her craft come to nothing. She reunites with her old friend Ethan and befriends Aneesa, a genie, while the Sinister Sisters, Scarlett, Sapphire and Sage, take against her. Dylan falls for them at once. A locked box marked with the name S. Cromwell appears before Marnie, and the students suspect she conjured it.

- Kimberly J. Brown, who had played Marnie in the first three Halloweentown films, said in 2018 that she had been available and ready to return for the fourth, but that Disney chose to recast the role instead.
- Producer Sheri Singer later said Brown's side came to negotiations wanting her mother to get a shot at writing the story or a producer credit, control over what publicity she would do, and a bigger fee, terms Singer described as overreaching enough that no deal could be reached.
