Plot summary

In 2001, Navy pilots Butch Masters and Tom Craig bomb an abandoned plant in Iraq on an order that appears false. American experts are killed in the plant, and a chemical device known as Rainmaker disappears. A military court cannot establish the pilots' intentions and discharges them dishonorably. Seven years on, Craig is rich and runs a private pilot team, while Masters works as a mechanic at a small airfield and keeps digging into his old case. He flies to St. Petersburg hoping to qualify on Russian jets. A Kurdish militant group, meanwhile, intends to carve a state out of northern Iraq and to wreck its oil fields with Rainmaker from a base in northern Iran that the U.S. military cannot reach. Naval intelligence offers Masters a chance to clear his name with an off-record mission.
