Plot summary
Johnny Finger, the outlaw known as the Rumpo Kid, and his gang take over the saloon in Stodge City and turn the town into a base for thieves and cattle rustlers. Judge Burke, the teetotal mayor, is appalled. In Washington, an English sanitation engineer named Marshal P. Knutt arrives hoping to overhaul American sewers. He walks into the Commissioner's office by mistake, is taken for a peace officer, and is posted to Stodge City. Word of a new marshal reaches the Rumpo Kid.
