Michael Savion is a deputy sheriff in a small town near Baltimore. His younger brother David, a gang member, is killed by his own crew for wanting to leave the gang and marry Gloria. Michael asks the big city detectives, led by Hardwick, to investigate, and they refuse. He takes off his badge, gets a set of tattoos, and comes to David's crew as a man fresh out of prison who is on the run. He proves himself to the crew by going after other gangs and corrupt cops, and crosses paths with Arturo, the head of an international human trafficking ring.
