Plot summary
In Capital City, a beagle that works with the police bomb squad triggers a false alarm at Town Hall, and the dog is ridiculed and sent away. Cad Lackey snatches him and delivers him to the laboratory of Simon Barsinister, a scientist whose proposal for genetic experimentation was rejected. Barsinister intends to prove his theory by testing a new serum on the animal. The beagle breaks free and runs wild through the lab, starting a fire, and the chemicals he is doused in alter his DNA, leaving him with superpowers. Dan Unger, a former police officer, clips the dog with his car, finds him unharmed and takes him home, naming him Shoeshine. Dan's teenage son Jack resents the attention.

- The soundtrack album carries "Underdog Raps", a hip-hop take on the theme performed by then-Disney star Kyle Massey that got airplay on Radio Disney, but the Plain White T's version of the theme, "Underdog Rocks", plays over the film's opening and was left off the album.
