Plot summary
John Fairbanks' water company holds water back behind a dam and will not share it with the farmers and ranchers. Roy and his men get past the guards and open the valve themselves. The mayor, who sympathizes with them, fines Roy a dollar and tells him to follow his father into Congress. Roy runs on the water issue through the Dust Bowl years, asking for federal help for the small ranchers of his district, and his support grows against the incumbent, William P. Scully, whom John Fairbanks backs. Eleanor Fairbanks, John's daughter, encourages Roy and helps him in secret. Roy wins the election.
