Plot summary
Pirates attack a ship, a boy sees his father killed and washes ashore on the island of Bengalla, where tribesmen give him the Skull Ring. He takes an oath against greed and injustice and grows into the masked avenger called the Phantom. Father hands the role to son across four centuries, so islanders believe one immortal figure protects them. In 1938 Kit Walker, the twenty-first to hold it, finds Quill leading grave robbers who are digging for a Skull of Touganda, relics carrying tremendous destructive power, and he rescues the native boy they took along as a guide. Kit's former college girlfriend, Diana Palmer, travels for the World Tribune, the newspaper run by her uncle Dave Palmer, which has been tracing the businessman Xander Drax and a spider web symbol back to the Bengalla jungle.

- Billy Zane won the title role of the Phantom over competition from Bruce Campbell and New Zealand actor Kevin Smith, after having impressed the filmmakers with his earlier performance as a psychopath in Dead Calm.
- The Phantom was originally set to film in Hawaii on a schedule that would have run $10 million over budget; director Simon Wincer instead relocated production to New York, Thailand and his native Australia, cutting the budget by $12 million.
- For the film, production built the Singh Pirates Cave set on a soundstage at Australia's Village Roadshow Studios, which at the time was the largest interior set ever constructed in the country.
- For an exterior scene set at the Palmer family's English-style manor, the filmmakers used the actual mansion of Playboy publisher Hugh Hefner, who was a longtime fan of the Phantom comic strip.
