Plot summary
Victorian London has a street prostitution problem, and the government decides on an experiment: a bordello run on the French model, the first of its kind in the city. Sir Francis Leybourne, an aristocrat with land and business interests in the Far East, is asked to lead it. His orphaned niece Josephine Pacefoot works the other side, leading the League of Social Purity, which teaches streetwalkers other trades. She has an ally in Benjamin Oakes, a freelance publicist whose main client, Count Pandolfo, is building an airship. Benjamin confides that he was born out of wedlock and that a birthmark on his wrist is his only clue to his father.
