Plot summary
U.S. authorities confiscate the footage in 2009, and an anonymous source releases it. Claridge, a town on Maryland's Eastern Shore, depends on the water of the Chesapeake Bay. A chicken farm nearby draws criticism for the waste it dumps into the bay. Sam and Jaqueline, oceanographers, find dangerous toxicity there, and Mayor John Stockman ignores what they report. Donna Thompson, a rookie reporter, is covering the town's Fourth of July celebration when residents fall ill and suspicion falls on the water.

- The film came about from a documentary Barry Levinson was asked to produce about problems facing the Chesapeake Bay. He abandoned that on learning Frontline had already covered the same issue, and used the research for a horror film instead, noting while promoting it that it was "80 percent factual information."
- Levinson chose the found footage format after thinking about the Pompeii disaster, telling Yahoo!, "For the very first time in history, you can get a picture of that town, if you collect all the footage from everyone's cell phones and their digital cameras and the Skypes." Roughly one third of the film was shot by the actors themselves.
- Though the film is set in Levinson's home state of Maryland, it was shot on locations in North Carolina and South Carolina.
