Plot summary

John May is a case worker at Kennington Town Hall in London, in an office called Bona Vacantia. He finds the next of kin of people who have died locally leaving no will. Many cases stall for lack of leads, and the relatives he does find are often unwilling to arrange a funeral, so he arranges it himself, writes a eulogy and attends, usually alone. His boss considers the practice costly and time-consuming, and decides the office will close after one last case: the death of William "Billy" Stoke. John learns that Stoke lived opposite him in the same council block, across from his kitchen window, and that they never met. The flat's only lead is a series of photographs, most showing an adult woman and a young girl; one of them points to a pork pie factory.
