Plot summary
Vice President Davis is evacuated when terrorists strike his motorcade in Los Angeles, but the agents around Choi are killed and Choi gets away carrying the backup nuclear football. General Marshall sends him to shelter at a CIA safe house run by a housekeeper named Anderson, and warns him to keep what he is carrying to himself. Reeves, Owens, Sorello and Halton join him there. After the signal from the attackers' detonator is traced to the building, the safe house is locked down, and Owens and Reeves say they were delivering a classified device called C49 to Davis. Martial law is declared in the city, and the safe house comes under attack.
