Plot summary

Dr. Hess is forced by the Nazis, above all by his Gestapo liaison Major Kraus, to deliver a drug that can raise the dead and put them on the battlefield as shields after heavy losses on the Eastern Front. The corpses do rise, but they lean toward mindless violence. The toymaker André Toulon puts on a children's show with puppets. In one routine his six-armed puppet Six-Shooter attacks a likeness of Adolf Hitler. Kraus's driver, Leutnant Erich Stein, watches the performance, then sees Toulon and his wife Elsa feed the puppets the formula that sustains them.

Ralph Bates was offered the role of Major Kraus but died of pancreatic cancer on 27 March 1991, shortly before production began. DeCoteau wanted Christopher Neame for the part, but Band insisted on casting Richard Lynch instead.
The six-armed puppet Six-Shooter began as a six-armed ninja holding multiple swords, made for an unmade Empire International Pictures film and cut from the original Puppet Master as too expensive. Western fan C. Courtney Joyner changed the ninja into a cowboy.
The film's Nazi Germany scenes were first to be shot in Romania, then Hungary, but political instability and a harsh winter ruled both out, so they were shot on the Universal Studios Lot in 18 days.
The laughter of the puppet Six-Shooter was provided by Albert Band, the father of Charles Band, who was an actual escapee from the Nazi regime.
Graham Humpreys, who created the film's poster, built the puppet Six-Shooter using a 1988 Foot Soldier toy as a base.
