Plot summary
Civil rights, poverty and education form Lyndon Johnson's Great Society agenda as his presidency begins in January 1965. General Earle Wheeler wants combat troops sent into South Vietnam, and the cabinet agrees except for George Ball, who warns that the North Vietnamese will keep attacking the American advisers already there. Clark Clifford, who advised President Kennedy in the past, backs Ball. Robert McNamara, the secretary of defense, is confident a smaller force will persuade the North Vietnamese to negotiate. Johnson orders the combat forces to South Vietnam, expecting the situation to stabilize.
