Plot summary
Fei Fei grows up with the tale of Chang'e, who drank a potion of immortality and rose to the Moon without Houyi, the love she waits for. One Moon Festival the family makes mooncakes for the village, but Fei Fei's mother falls ill. She leaves Fei Fei a white rabbit called Bungee, and dies when the girl is seven. At eleven Fei Fei still holds that the goddess is real. Her father has become engaged to Mrs. Zhong, whose eight-year-old son Chin keeps a pet frog. During the Moon Festival celebration the family debates whether Chang'e exists, and Fei Fei asks her father. He hesitates, and she runs up to her room. A crane gives her an idea, and she fashions a rabbit-shaped lantern rocket boosted by fireworks.

- Producer Janet Yang conceived Over the Moon as a modern retelling of the Chang'e myth, and after screenwriter Audrey Wells died in 2018, additional screenplay material was supplied by Alice Wu and Jennifer Yee McDevitt.
- Glen Keane, a veteran animator from Walt Disney Animation Studios, made his feature directorial debut with Over the Moon and took a research trip to Shanghai to depict Chinese culture accurately.
- Over the Moon was initially written as a non-musical; director Glen Keane then hired three Broadway musical composers to write original songs that advance the film's story.
- Midway through production, Glen Keane recruited his former Disney collaborator John Kahrs to serve as co-director of Over the Moon.
- The film's moon city, Lunaria, was inspired by the cover of Pink Floyd's album The Dark Side of the Moon and the paintings of Joan Miró.
