Plot summary
Quinton McHale has left the Navy and trades goods with the officers at the San Ysidro base, swapping homebrew, ice cream and swimsuit calendars for medicine and satellite photographs. His former crew, Virgil, Happy, Willie, Gruber and Christy, is stationed there. The base now answers to Captain Wallace B. Binghampton, who once sank a luxury cruise liner, and to Lieutenant Penelope Carpenter, and Binghampton confiscates McHale's goods. On San Moreno, Major Vladikov, the second-ranked terrorist in the world and an old enemy of McHale's, takes over the baseball field and the beach and sets up his base of operations. Word reaches the Pentagon, and McHale is asked to take on Vladikov.

- The United States Navy refused to take part in McHale's Navy because it was not a "Top Gun recruitment picture", so the film was made in Mexico with the Mexican Navy's cooperation, rebuilding salvaged PT boats from the ground up.
- Tom Arnold had been set to play Ralph Kramden in a film version of The Honeymooners for Savoy Pictures, but took a $4 million offer to star in McHale's Navy instead and abandoned that project.
