Plot summary
The Justice League keeps Metropolis safe, and that leaves Lex Luthor unhappy. He joins Sinestro and Black Manta to build the Legion of Doom, then runs an obstacle course to audition villains: Joker, Man-Bat, Penguin, Cheetah, Captain Cold, Gorilla Grodd, Deathstroke and Giganta compete, and Gorilla Grodd, Cheetah and Captain Cold are chosen. An election makes Batman the Justice League's leader. Cyborg, after a stink bomb went off in a battle with Trickster, questions what he contributes to the team. The Legion sets out to rob Area 52, a top-secret government site, and the League moves to intercept them.
