Plot summary
Jack Quinn, a CIA counterterrorism agent, recovers a shipment of plutonium that Stavros, an international terrorist, stole from a US base in Croatia. Quinn then retires to the south of France with his pregnant wife, Kathryn, but his former boss reports that Stavros has become active again and asks him to return to duty. In Antwerp, the arms dealer Yaz supplies Quinn with weapons, and Quinn and his team follow Stavros to an amusement park, where Quinn cannot bring himself to shoot because Stavros has come to meet his young son. Stavros gets away in the shooting that follows, and Quinn is placed in the Colony, an island prison for secret agents where no one may leave.
