Plot summary

President Walter Emerson is in Colorado ahead of a primary vote, traveling with his chief of staff Marshall Thompson, national security adviser Gayle Redford, his Secret Service detail and a television crew. A blizzard strands the group at a diner in the town of Aztec, where the owner Harvey, the waitress Katie, a local named Ralph and two married tourists, Taylor and Lizzie Woods, are stuck. News reaches the diner that Iraq has invaded Kuwait and that Iraqi troops have killed a UN peacekeeping mission staffed largely by American forces. Using the campaign crew's cameras, Emerson addresses the world with an ultimatum: Iraq must halt the invasion and its president surrender himself within ninety minutes, or Emerson will order a nuclear strike on Baghdad. His staff and the diner's occupants learn of the plan only when he announces it.
