Plot summary
Colonel Robert Sikes works alone to purge his city of crime. At the start, a dozen members of three different gangs, white supremacist, Polynesian, and Latino, are shot dead while meeting for a cocaine sale. Sikes pursues street gangs, mobsters, and corrupt politicians. William Porter, his former protégé, works with local police to bring him to justice and stop the vigilante campaign.
