Plot summary
Five months into his term, President Thaddeus Ross sends Sam Wilson and Joaquin Torres to Oaxaca, Mexico, to intercept a sale of stolen classified material by the mercenary Sidewinder and his team Serpent. The two recover the goods, and Wilson, unwilling to put Torres in danger, notes that neither of them has powers like Steve Rogers had. They train with Isaiah Bradley, a super soldier the government once imprisoned and experimented on. Ross then invites them to a White House summit of world leaders, and Wilson accepts only if Bradley comes too. There Ross asks Wilson to help rebuild the Avengers and puts forward a treaty to control mining of adamantium, a metal newly discovered on Celestial Island. The summit is interrupted by gunfire.
