Plot summary
In Pottsylvania, Fearless Leader wants a time-reversal microchip that Professor Anton Paulovitch has invented, and he hands the search to Boris Badenov and Natasha Fatale. The pair are told to defect, and after several failed attempts they reach America. Sheldon Kaufman, the head of the CIA, orders tests to see whether they are genuine defectors. The tests show they should be sent back, but Willie, a worker at the agency, points out that there have been no defections in a long while and suggests playing along and watching them. The two are set up in an apartment with money, and Agent X watches them while a stranger follows Agent X. Their next step is a meeting with Kalishak, an assassin said to know whom they should seek, and their neighbors Toots and Harve take a keen interest in them.

- Creator Jay Ward let the film use Boris and Natasha but not Rocky and Bullwinkle, so the writers created the characters Harve and Toots as replacements for the "Moose and Squirrel" chase.
- After a test screening where audiences were baffled by the humor and pacing, the filmmakers spent 18 months re-editing. Dave Thomas said a number of scenes had never been shot, which made a proper edit impossible.
- The film reached Showtime four years after it was completed, after its production company, Management Company Entertainment Group, went bankrupt.
- Sally Kellerman prepared to play Natasha by listening to what she called "Polish mood music", watching a \"long-winded\" Russian movie whose lead actress spoke only three lines, and viewing about 100 episodes of Rocky and his Friends supplied by the Museum of Broadcasting in New York City.
- Sally Kellerman met June Foray, the original voice of Natasha, to understand the character better, and Foray recorded an audiotape of herself speaking in Natasha's voice for her.
