Plot summary
Mark Goddard is a teenager when his father, a police officer, allows him to ride along on patrol. Contract killers break into the family's house, and his parents are murdered; Mark is left for dead but survives, nursed back to health by his grandmother and by Melissa, the girl he likes. Fifteen years on he has joined the police, honoring his father's wish. Memories of his parents' deaths drive him to excessive force, and his superiors criticize him. He is estranged from Melissa, with whom he has a son, Danny. After beating a child molester who is already down, he drinks in a bar, and fellow officer Donald Molls brings him to Justice Incorporated, a secret police fellowship that works outside the law. Rachel Gill, Molls' top executioner, is part of the draw.

- Jeff Fahey took second billing in The Sweeper only to play the hero's ill-fated father in the prologue, doing the job as a favor to producer/director Joe Merhi, who had been introduced to him by his agent. The two were then in talks to make an ensemble comedy by Fahey's friend Robert Downey Sr., which was eventually filmed without them as Hugo Pool.
- For The Sweeper's big action sequences, about half of the nine cameras used were mounted on or inside vehicles, while the rest were small Eyemos protected by steel boxes and built into the decor to get close-ups of the destruction.
