Plot summary
A bomb in the plaza of the Colombian consulate in Los Angeles kills nine people, among them Colombian officials and American intelligence agents, along with the wife and son of Gordy Brewer, a firefighter hurt in the blast. A masked figure calling himself El Lobo claims responsibility and calls the attack retaliation for American policy toward Colombia; the FBI identifies him as the terrorist Claudio Perrini. Peter Brandt, who runs the CIA station in Colombia, is reprimanded by a Senate committee that shuts down his operations. Impatient with the investigation, Brewer flies to Mompós to hunt Perrini himself and is arrested on arrival. Guerrillas storm the prison to free their comrades, and Brewer becomes their hostage.

- The film's original script used the same plot but was set in Libya to address American policy in the Middle East; director Andrew Davis and his screenwriters switched the setting to Colombia because it had not been used as often on screen and tied into a live geopolitical conflict.
- The September 11 attacks forced changes to the film's release: its original trailer, which showed a major bombing on US soil, was scrapped, its October 2001 release date was postponed, and Warner Bros. pulled every mention of the film from its website, radio, television and theaters until it finally opened in February 2002.
- Colombian actress Sofia Vergara was originally cast to play an airplane hijacker in the film, but her entire hijacking scene ended up being cut before release.
- Collateral Damage's opening weekend at number one made it the first Arnold Schwarzenegger film to top the box office since Batman & Robin in 1997.
