Plot summary
Frank Horrigan was one of the agents guarding President Kennedy in Dallas in 1963, and that failure has followed him since. Now an agent who drinks heavily, he receives calls from a man who calls himself Booth, who knows about Dallas, says he means to kill the current president, and treats Horrigan as a friend. Horrigan asks for a place on presidential protection and works beside fellow agent Lilly Raines. His boss Sam Campagna backs him, while White House Chief of Staff Harry Sargent will not change the president's re-election itinerary. Booth keeps phoning from public telephones, letting the trace run, and is gone before anyone reaches him.

- The villain role of Mitch Leary was first offered to Robert De Niro, but he turned it down because of scheduling conflicts with A Bronx Tale, opening the part for John Malkovich instead.
- For the film's Air Force One scenes, the production could not reuse an existing set the way it did for the White House interiors and instead had a full Air Force One interior built at a cost of $250,000.
- The real Secret Service cooperated with the production because it wanted some control over how it was portrayed, while the agency refused to work with the contemporary comedies Dave and Guarding Tess, dismissing the former as merely 'whimsical'.
- To place Clint Eastwood at the scene of the 1963 Kennedy assassination, the filmmakers digitally inserted images of the young Eastwood taken from his own 1960s movies, with producer Jeff Apple joking that Eastwood 'gets the world's first digital haircut'.
