Plot summary

Captain Ernst Hardt, a German U-boat commander, is ordered in March 1917 to gather intelligence on the British Grand Fleet at Scapa Flow. He goes ashore in the Orkney Islands to take his instructions from a contact, Fräulein Tiel. She has assumed the identity of Anne Burnett, a schoolteacher new to the island, after German agents seized the real woman on her way there. Hardt is drawn to Tiel, who keeps her distance. A former Royal Navy commander, Ashington, who lost his post through drink, has agreed to help the Germans. Burnett's fiancé, the Reverend John Harris, arrives unexpectedly to visit her, and the Germans hold him. A local minister and his wife, calling at the house, are turned away.
