Plot summary
Roy Fehler, Gus Plebesly and Sergio Duran are new officers on the Los Angeles police force. Roy is married, has a daughter named Rebecca, and plans to study law. Gus has three children. Sergio grew up in East L.A. and never pictured himself working its streets. Each recruit rides with a veteran. Roy's partner is Andy Kilvinski, a patrolman of nearly twenty-five years who handles the job in his own manner; among other things he keeps prostitutes he has given liquor to in a paddy wagon for hours, off the streets for the night. Gus rides with Whitey Duncan. Roy's wife, Dorothy, is frustrated by how much of him the work takes as he drops out of law school, though he comes to like the streets.

- The producers bought Joseph Wambaugh's novel on terms that paid the author another $1,250 for every week it stayed on The New York Times Best Seller list. It lasted 32 weeks there, handing him an extra $40,000 on top of the sale.

Once George C. Scott joined the cast producer Winkler wanted extra scenes built for his character Andy Kilvinski, and with Stirling Silliphant unavailable Robert Towne was paid $200,000 for two weeks of rewriting while cameras were already rolling. One scene Towne added was Kilvinski's last phone call and his suicide.
