Plot summary
Boys from a teenage gang end up at a state reform school where superintendent Thompson and his guards beat and abuse them. Into this comes Patsy Gargan, a racketeer handed the post of deputy commissioner as a favor from the political machine he serves. He shows no interest in the place until Dorothy Griffith, the resident nurse, and the state of the boys push him to act. He sends Thompson away on vacation and lets Dorothy's ideas run the school, with the boys governing themselves. His old associates in the city still call on him, and Thompson waits for a chance to discredit him.
