Plot summary
At a punk rock show, Jack Diddley invites a new runaway, Evan Johnson, to crash at T.R. House. It is a squat in a row of abandoned tract homes beside Interstate 605, where teenage runaways live as a makeshift family and brand each new resident with the letters T.R., for The Rejected. Joe Schmo comes along and takes the brand; Sheila moves in as well. The surrounding neighborhood has a group called Citizens Against Crime, whose members shoot stray dogs and blame the punks for local trouble. Jack's stepfather, police officer Bill Rennard, asks the teenagers to stay out of it. Food comes from raiding the garages of nearby houses.

- Producer Roger Corman let Penelope Spheeris make the film without much interference, but he insisted on the scene up front where a kid is killed by a dog.
- Penelope Spheeris took the script from stories and incidents she had seen or heard around the punk scene after her documentary The Decline of Western Civilization struggled to get a release, including stray dogs roaming the streets after a guard dog training school closed and let them run wild; she cast street youths and punk-rock musicians rather than actors.
