Plot summary
A drought is drying up the streams around Denver, and the city is discussing watering restrictions. In South Park, Stan Marsh and Tolkien Black worry about Stan's father, Randy, whose rivalry with Steve Black is interrupted by a water commissioner inspecting both farms. Steve works out that water sent downstream in small boats reaches the Denver reservoir, and he begins selling subscriptions to the supply; Stan and Tolkien build the boats, then recruit Kyle Broflovski, Kenny McCormick and Butters Stotch as orders grow. Randy wants boats of his own. Eric Cartman, living in an abandoned hot dog stand, wants ten thousand dollars for the surgery his mother, Liane, refuses to have.
