Plot summary
After a mission in Ethiopia goes wrong and his spotter, Donny Fenn, is killed, Bob Lee Swagger lives alone in the mountains, a recluse. Colonel Isaac Johnson and his men drive up to his cabin with a problem: intelligence points to a plan to kill the president at a public event, and the shot would come from more than a mile out. Swagger agrees to travel to the president's stops and scout the ground. He reports that Philadelphia offers the best position. Johnson wants him there to help catch the assassin. On the day of the event, he takes his place with Johnson's team.

- The novel Point of Impact was in development first at Universal and later at Paramount for twelve years, with seven screenwriters attempting many adaptations; author Stephen Hunter also tried to adapt his own book but was put off by the experience and disconnected himself from the process.
- In 2000 William Friedkin agreed to direct with Tommy Lee Jones starring as Bob Lee Swagger, but the writers could not complete a script, so the pair made The Hunted (2003) instead; it used many of Friedkin's ideas for Shooter, and its protagonist L.T. Bonham was based on Jones's planned portrayal of Swagger.
- Former US Marine scout sniper Patrick Garrity taught Mark Wahlberg to shoot both left- and right-handed, as the left-handed actor had to switch shooting posture throughout the movie due to Swagger's injuries; training also covered scope adjustment, judging wind, rapid bolt manipulation and shooting up to 1100 yd.

In a DVD interview Garrity said that at 2 yd the hydrostatic shock from a large-caliber round such as the .408 Chey Tac would leave the target "peeled apart" with limbs flying 200 ft away; the real exit wound was too extreme for theaters, so the film shows a much less graphic assassination.
