Plot summary
A storm surge meets the spring tide and drives sea levels up between Britain and mainland Europe; parts of Scotland, including Wick, are already flooded. Keith Hopkins, the Met Office's head forecaster, expects the storm to turn toward the Netherlands. Marine physics professor Leonard Morrison has long argued that the Thames Barrier occupies the wrong location, and his own computer model puts a 46-meter surge on course for London. At COBRA in Whitehall, Deputy Prime Minister Campbell hears that central London could be underwater within three hours and declares a state of emergency. Patricia Nash, the police commissioner, becomes emergency coordinator, and more than a million people must be evacuated. Leonard reaches the barrier, where his estranged son Rob works as an engineer and Sam manages operations.
