Plot summary
Richard Astor of US Naval Intelligence calls Paul Soames to Shanghai to help Conner, an agent in trouble and Paul's oldest friend. Paul belongs to the same office and has spent time in Berlin posing as a journalist friendly to the Nazis, the cover he still carries. The Japanese army has taken every large Chinese city except Shanghai, kept open by an international treaty. Paul arrives and learns that Conner was killed. He takes a job at The Herald, meets the crime lord Anthony Lan-Ting, head of the Shanghai Triad, and Captain Tanaka at a German embassy function, and picks up the investigation Conner had been conducting into Anthony, who has an arrangement with the Japanese. Anna Lan-Ting, Anthony's wife, and a young Japanese woman also figure in the case.

- Chinese authorities revoked The Weinstein Company's permits to shoot Shanghai in April 2008, only a week before filming was to start, after controversy over the graphic sex scenes in Ang Lee's Lust, Caution, set in the same era. The crew relocated to the UK and to Bangkok, Thailand, where an elaborate two-block set was built.
