Plot summary
Officer Pete Harrigan shoots a Scanner who has gone out of control and learns the man left a small son. Harrigan adopts the boy, Sam Staziak, and fifteen years later leads the Los Angeles police while Sam serves as a rookie in the department. Sam is a Scanner too, with telepathic and telekinetic powers he keeps hidden from the people around him. Officers begin dying at the hands of ordinary citizens who seem to be acting under mind control. With the department losing its own, Sam faces sensory overload and possible insanity if he uses the gift to find whoever is responsible.

- Scanner Cop, the fourth film in the Scanners series, was the directorial debut of Pierre David, who had produced the first three Scanners films as well as David Cronenberg's Videodrome.
