Plot summary
Edward "The Torch" Garrotte kills women and sets them on fire, and all of his victims are mothers. Detective Jake Riley has chased him for three years in Seattle. Days before Jake retires, Garrotte strikes again, and Jake is taken off the case. Garrotte then calls Jake at his retirement party and threatens his friends and family, so Jake sets out after him. A secret government agency brings Jake in as a consultant: scientists have cloned Garrotte from DNA recovered at a crime scene. The replicant carries Garrotte's genetic memories and a telepathic link to him, but has the body of a forty-year-old and the mind of a child. Jake is to train him and use those memories to track Garrotte down.
