Plot summary
In Salem, Massachusetts, Hubie Dubois works in a delicatessen. He is friendly but dimwitted and cowardly. Most of the city bullies him, and he is the victim of many practical jokes. Police sergeants Steve Downey and Blake, and Father Dave, have long found him annoying. Each Halloween he monitors the city as the official Halloween Helper. The day before Halloween he meets Walter Lambert, his strange new neighbor. Word spreads that Richie Hartman, a convict and a childhood friend of Hubie, has absconded from a local mental institution.

- Cameron Boyce, who had starred with Adam Sandler in the Grown Ups series, was set to appear in Hubie Halloween but died in July 2019 from complications of epilepsy just days before shooting, and his close friend and former Jessie co-star Karan Brar was recast in his role; the film is dedicated to Boyce's memory.
- Tim Meadows, who plays Lester Hennessey, had to wear a full bald cap to make himself look completely bald in the film.
