Plot summary
In 1934, Ellsworth "Bumpy" Johnson leaves Sing Sing and comes back to Harlem, where Dutch Schultz is tightening his grip on the numbers game. Schultz answers to Charles "Lucky" Luciano, who pays off special prosecutor Thomas E. Dewey to protect the business. Bumpy reunites with his cousin Illinois Gordon and returns to the employ of Madame Queen, a Harlem crime boss whose operation Schultz wants for himself. Schultz and the Queen meet, and the talks come to nothing. When his men attack her, Bumpy and Whispers drive the assassins off. Before the Commission, Schultz declares he means to take Harlem. Bumpy, meanwhile, has met Francine, a friend of Illinois's girlfriend Mary.
