Plot summary
Frank Conner is a widowed San Francisco police officer. His son Matt has leukemia and needs a bone marrow transplant. A frantic search for a compatible donor comes up empty, so Conner breaks into FBI headquarters and finds a match in the files: Peter McCabe, who is serving life for several murders at Pelican Bay State Prison. McCabe has attacked guards and fellow inmates and is kept in restraints when he leaves the supermax unit. Police captain Cassidy and Dr. Hawkins, who treats Matt, arrange for McCabe to be moved to the hospital under guard. McCabe shows little interest in the procedure until the transfer gives him an opportunity.

Can contain spoilers, watch the movie first.
- Screenwriter David Klass said that once Desperate Measures was in production, director Barbet Schroeder brought in nine writers to rework the script, and their work went uncredited in the final film.
- Screenwriter David Klass was frustrated that the rewrites moved Desperate Measures from a small town to a major city and that its childhood cancer patients were shown as weak and pitiful, unlike the energy and optimism he saw researching Los Angeles children's cancer wards.
