Plot summary
A suspension for excessive violence has taken Alabama cop Joe Huff off the street. After he stops a supermarket robbery, FBI agent Lance Dockery brings him to special agent Frank Cunningham, who threatens to make the suspension six months without pay unless Joe takes an undercover assignment in Mississippi. His target is The Brotherhood, a white supremacist gang that deals drugs and has been linked to the killings of public officials. Chains Cooper runs it. Joe goes in as John Stone, and his way through the door is an initiation killing: a Bolivian man, whose death the FBI helps him fake. The gang accepts him, but Ice Hensley, Chains's closest man, has doubts about him.

- Democratic state representatives Scott Ross and Robert Moak filed a motion to block the shoot, Ross arguing that any film whose major star is Brian Bosworth "is grade-B at best and would do nothing to enhance the image of the state"; on August 4 the crew announced it would relocate to Arkansas instead.
- Original director Bruce Malmuth left after only thirteen days of shooting and was replaced by Craig R. Baxley, who was then sued for $2 million by Barry & Enright Productions for abandoning their TV movie Not of This World to take the job.
- A few locals, most notably Arkansas Gazette columnist John Brummett, objected to a violent picture being staged at their State Capitol, and during the staging of the helicopter crash one of the building's own Magnolia trees burned down; the hole was covered up before it reopened to the public.
- In a 2013 interview William Forsythe lambasted the "worst script ever written", adding that he did not think there was one line from the script that they actually said in the movie.
- Bosworth said he was promised his character's family subplot would stay in the film, but it was cut after the production burned through $4 million of its projected $8 million budget on footage that was ultimately discarded.
- Brian Bosworth was paid $500,000 to star as undercover cop Joe Huff in what was his first non-football role, and he trained extensively with acting coach Harold Guskin.
- Thirty to thirty-five crew members went on strike over wages and benefits under IATSE encouragement, with the union warning the dispute would cost the production an extra $40,000 a day.
