Wayne and Biggs are two boys sharing the same rough Kingston neighborhood. A holdup of a soda truck, in which the driver is shot, brings in cash that pays for their visas to the United States. In Miami the pair make their living through street crime. After two decades, Biggs is sent back to Jamaica, where Wayne and Mad Max, who was also deported, have been squeezing money out of businessmen. Run-ins with the police and with politicians drive the three of them to Miami again. Word reaches them there that a new drug kingpin, Teddy Bruck Shut, now runs the city.
