Plot summary
Toria Boon, an FBI agent, arrives for a tour of Death House, a federal prison that also runs as a research center, where inmates are held in virtual environments and crime simulations let researchers study their behavior. The neo-Nazi Alois Sieg, whom Boon went undercover to capture, taunts her. Captain Victor Galan introduces her to Dr. Eileen Fletcher and to fellow agent Jae Novak, and Dr. Karen Redmane explains that drugs, machines and simulations are used to keep prisoners docile, among them Leatherlace and the Icicle Killer. On a virtual tour, Boon and Novak learn the facility has nine levels, and that the Five Evils are held on the lowest. A boy plants a device inside a wounded perimeter guard; when a doctor removes it, the power fails and the inmates break loose.
